Abstract
Hastane çalışanları meydana gelen bir afet sonrasında, etkilenme durumlarına göre afetle mücadele ederken bir yandan da mevcut ve yoğunlaşan yeni hastalara yönelik hizmet vermek durumundadırlar. Afete hazırlık çalışmalarını yeterli yaptıkları taktirde, hastaneler afetlerden en az derecede zarar görecek ve böylece afetlerde sağlık hizmet sunumlarını gerektiği gibi yerine getirebileceklerdir. Bu çalışma, hastanelerde afet ve acil durum planlarından sorumlu personelin algısına dayanarak hastanelerin afete hazırlık durumunun ve afet yönetimine ilişkin bilgi düzeylerinin belirlenmesi amacıyla yapılmıştır. Araştırma, Balıkesir ilinde bulunan özel ve kamu hastanelerini kapsamaktadır. Aralık 2016 dönemi itibariyle 4'ü özel, 23'ü kamu olmak üzere toplamda 27 hastanedeki afet ve acil durum planlarından sorumlu 58 personelin tümü çalışmanın kapsamını oluşturmaktadır. Araştırma, tarama modelindedir. Hastanelerde afet yönetim uygulamalarına ilişkin önce literatür taraması yapılmıştır. Sahadan veri toplama yöntemi olarak, 55 adet sorudan oluşan anket formu kullanılmıştır. Verilerin incelenmesinde; frekans ve yüzde oranlar ile varyans analizi ve pearson korelasyon istatistiksel yöntemlerinden yararlanılmıştır (p<0.05 anlamlı olarak kabul edilmiştir). Hastanelerin hepsinde acil durum planlarının ve afet ekibinin olduğu, hizmet içi eğitim verildiği ancak afet senaryo ve tatbikatlarının yetersiz olduğu ve eğitim eksikliğinin bulunduğu yönünde görüş bildirilmektedir. Afet ekibi oluştururken gönüllülük, eğitim ve kura çekme yöntemi yerine daha çok görevlendirme yapıldığı; seyyar hastane kurulum alanlarının bulunduğu ancak malzeme stokunun, helikopter pistinin, kullanılacak çadır ve ekipmanların çoğunda bulunmadığı; afet durumunda kullanılacak şema ve iletişim biriminin oluşturulduğu; otomatik yangın söndürme sisteminin ise birçok hastanede olmadığı bildirilmiştir. Afet yönetimi planlarında görev alan/alacak kişilere daha iyi eğitim ve motivasyon kazandırılması, böylece gönüllülük esasına göre planda görev almak isteyenlere daha çok yer verilmesi ve tatbikatlara katılmasının sağlanması; afet planındaki görevler ile ilgili yönetim ekibinin görevlerini içeren el kitapçıkları hazırlanması yararlı olacaktır. This study was carried out with the aim of determining the level of knowledge of hospitals about disaster preparedness and disaster management based on the perception of personnel responsible for disaster and emergency plans in hospitals. The research covers private and public Hospitals in Balıkesir province. As of December 2016, 58 personnel responsible for disaster and contingency plans in the hospital, including 4 private and 23 public, constitute the scope of the study. Research is in the screening model. In the hospitals, a literature search was made before disaster management practices. A questionnaire consisting of 55 questions was used as a method of data collection. In the study of the data, frequency and percentage ratios, variance analysis and pearson correlation statistical methods were used. (P <0.05 was considered significant). It is reported that all hospitals have in-service training in which emergency plans and disaster teams are provided, but that the scenarios and exercises are inadequate and that there is a lack of training. When creating a disaster team, volunteering, training, and lottery were done more and more; Mobile Hospital installation areas but no material stock, helicopter track, tents and equipment to be used in the majority; The scheme and communication unit to be used in the event of a disaster; Automatic fire extinguishing system has not been reported in many hospitals. Providing better education and motivation to those who take part in the disaster management plans so that more volunteers will participate in the exercises and participate in the exercises on the basis of volunteerism; It will be useful to prepare handbooks for tasks in the disaster plan and the tasks of the management team.
