EYP'ler, genel olarak askeri sınıf mühimmat dışında, doğaçlama yöntemlerle üretilmiş ve tahrip etmek/zarar vermek amaçlarıyla kullanılmakta olan patlayıcı maddelerdir. Özellikle ülkemizde son yıllarda EYP kullanım oranının yükselmiş olması ve yapılan incelemelerde elde edilen bulgular, bu tehdidin yalnızca askeri operasyonlarla sınırlı olmadığı, aynı zamanda sivil yaşamı ve kamu hizmetlerini de doğrudan etkilediği göstermektedir. Çalışmanın sonuçları, EYP'lerin tehdit seviyesinin ne olduğunu, bu tehdit karşısında ne gibi tedbirler alınarak EYP ile mücadele edilebileceği, ülkemizde EYP tespit ve müdahalesinde, yetki ve yasal sorumlulukları göstermektedir.This study aims to analyze the structural characteristics, components and methods of use of improvised explosive devices (IEDs) and to assess their impact on public safety in Turkey between 2015 and 2025. IEDs are generally explosive materials produced through improvised methods rather than military-grade munitions and are used with the intent to destroy or cause harm. In recent years, the increasing use of IEDs in our country and the findings obtained through investigations indicate that this threat is not limited to military operations alone but also directly affects civilian life and public services.
