Afet ve acil durum lojistiğinde kurumsal hazırlık: İstanbul ilinde bir uygulama

Abstract

Afet ve acil durum yönetimi kavramı disiplinler arası bir alanda yer almaktadır. Bununla birlikte kavram, esas itibariyle meydana gelen acil durum sonrasındaki süreçlerle ilgili olarak değerlendirilmektedir. Afet ve acil durum yönetiminin temel amacı olay meydana gelmeden önce önlemeye yönelik tedbirler almaktır. Acil durum yaşandığında ise hasarı en aza indirmek ve olay sonrasında da en kısa sürede normale dönüşü sağlamaktır. Ayrıca doğal nedenlerle meydana gelen afet ve acil durum ile insan kaynaklı afet ve acil durumlar birbirinden farklıdır. Afet yönetimi belli bir kurum ve kuruluş aracılığı ile değil toplumun her kesimini içine alacak şekilde etkin ve hızlı bir şekilde karar alınıp uygulanabilen sivil ve kamusal organizasyonları gerektirmektedir. Çağdaş devlet ve toplumların görevi, afet ve acil durumlar meydana gelmeden önce gerekli tüm önlemleri almak ve daima tüm afetler karşısında kurumsal olarak hazırlıklı olmaktır. Kurumsal hazırlık, işletmenin afet ve acil durum ile karşılaşması halinde çalışanlar arasında iş birliği sağlayabilmek, karşılaşılabilecek kazaları en aza indirmek veya kazaların oluşumunu önlemek için önceden tasarlanmış hazırlıklardır. Doğru tasarlanan kurumsal hazırlık ile işletme, afet ve acil durumdan en az etkiyi görür. Bu nedenle kurumsal hazırlık işletmelerde büyük öneme sahiptir. Bu çalışmada afet ve acil durum lojistiği bağlamında kurumsal hazırlık hakkında açıklamalarla birlikte bir araştırma yapılmış olup elde edilen sonuçlar değerlendirilmiştir.

The disaster and emergency management concept has an interdisciplinary outlook. However, the concept is mainly concerned with the post-emergency processes. The main objective of disaster and emergency management is to take measures to prevent the event before it occurs. In case of an emergency, the most damage is to reduce the loss and to return to normal after the event as soon as possible. In addition, natural disasters and emergencies and human-induced disasters and emergencies are different. Disaster management requires civic and public organizations that can be effectively and quickly decided and implemented not through a specific institution or organization, but also through every part of the society. The task of the modern state and societies is to take all necessary precautions before disasters and emergency situations come into play and always be prepared against all disasters. Institutional preparations are pre-designed preparations to provide business cooperation between employees in case of disaster and emergency situation, to minimize the accidents that may be encountered or to prevent accidents. With properly designed corporate preparation, the enterprise sees minimal disruption from disasters and emergencies. For this reason, institutional preparations have a big precaution in the business. In this study, a study was made with explanations about institutional preparation in the context of disaster and emergency logistics and the results obtained were evaluated.
