Abstract
Nitelikli toplumların inşasında önemli bir misyon üstlenmiş olan eğitim kurumlarından olan okullar, geniş kapsamlı çevresel değişimlerle karşı karşıya bulunmaktadır. Ekonomik, sosyal, politik ve kültürel değişimlerin etkisi okullarda kendisini hissettirmektedir. Bu etkenler ile etkili şekilde baş edilebilmesi için okulların yönetim yapılarının güçlü olması, yönlendirilen değil kendi kendilerini yönlendirebilen eğitim kurumlarına dönüşmelerini zorunlu kılmaktadır. Okulların sahip oldukları sınırlı kaynakların dengeli dağılımı, etkin ve verimli kullanılması çevresel değişimlere karşı daha da önem kazanmaktadır. Okullarda stratejik planlama, belirlenen amaçlar ve bu amaçların gerçekleştirilmesinde izlenecek stratejileri belirleyen referans niteliğinde bir rehberdir. Bu çalışmanın temel amacı, okul yöneticilerinin stratejik planlamaya ilişkin algı düzeylerinin ölçülerek okullarda stratejik planlamaya ne ölçüde önem verildiğinin tespit edilmesidir. Araştırma, İzmir ilinin Karabağlar ilçesinde sosyoekonomik düzeyleri farklı olan tüm okullarda görev yapan 169 okul yöneticisi ile gerçekleştirilmiştir. Çalışmada en yaygın betimsel yöntem olan tarama modelinden faydalanılmıştır. Çalışmanın bulgularına göre okul yöneticilerinin stratejik planlamaya karşı tutumlarında direnç ve güvensizlik boyutları arasında pozitif (p<0,01) ve anlamlı (r=0,635) ilişki, aynı şekilde kurum geliştirme, verimlilik ve etkililik arasında da anlamlı pozitif (p<0,01) ve anlamlı (r>0,5) bir ilişki tespit edilmiştir. Katılımcıların stratejik planlamaya ilişkin tutumlarında yalnızca etkililik boyutu anlamlı düzeyde farklılık gösterirken, etkililikte farklı unvanların tutumları arasında farklılık belirlenmiştir (p<0,05). The schools which are educational institutions with an important mission that has undertaken the construction of qualified communities are faced with comprehensive environmental changes. The impacts of economic, social, political, and cultural changes have been felt within the schools. It is necessary to have strong management structures, and transform to educational institutions as capable of directing themselves, not to be directed, for schools in order to overcome these impacts. Balanced distribution, effective, and efficient use of limited resources of schools has gained more importance against environmental changes. Strategic planning in schools is a reference guide that determines strategies to be followed through specified purposes. The main purpose of this study is to measure the level of perception of school managers related to strategic planning in schools and determine the extent of importance given to strategic planning. The study has been carried out with 172 school managers charged in all school that has different socio-economic levels in Karabağlar, district of Izmir. Descriptive model which is the most common screening method has been used in the study. The findings has shown that there is a positive (p<0,01) and significant (r=0,635) relation between resistance, and insecurity and likewise there is a positive (p<0,01) and significant (r>0,5) relation between organizational development, efficiency, and effectiveness in perceptions of school managers related to strategic planning. While only effectiveness has shown statistically significance in attitudes of participants towards strategic planning, statistical significance has been determined between different titles of school managers (p<0,05).
