İngiltere'nin sağlık politikaları ile Türkiye'deki sağlık dönüşüm politikalarının karşılaştırması

Abstract

Bu araştırma İngiltere ve Türkiye'nin dönemsel olarak sağlık politikalarının karşılaştırılması amacı ile yapılmıştır. İngiltere'nin geçmişten günümüze, AB'ye giriş ve çıkış sürecinde, ekonomik ve toplumsal tüm olayların sağlık politikasına etkisi ile Türkiye'nin 2002 yılı itibariyle sağlık dönüşümünün kategorik evrimi ve dönüşüm süreci politikalarının hangi şekillerde etkide bulunduğunu ve hangi dönüşüm süreçlerinin gerçekleştiğinin karşılaştırmasıdır. Sağlıkta dönüşüm programı çerçevesinde, birden fazla dala ayrılan sağlık sigortalarının tek çatı altında toplanması, kurumsal hastanelerin Sağlık Bakanlığı'na bağlanması, hastanelerin kendi finansal ve idari hizmetlerini yapması için özerk hale getirilmesi ve bunları yürüten, ayrıca Türkiye Cumhuriyeti'nin kuruluşundan bugüne kadar çeşitli sağlık politikalarının uygulandığını ve bu dönemlere göre farklılık gösterdiğini çalışmalarında görülmektedir. İngiltere'nin ise geçmişten günümüze siyasi ve ekonomik göstergeler açısından olduğu kadar sağlık politikaları ve uygulamaları açısından da dünyada önemli bir yere sahip olduğu görülmektedir. Özellikle NHS süreçleriyle birlikte İngiltere önemli aşamalara gelmiş, bu aşamaların olumlu ve olumsuz yönleri görülmektedir. Kavramsal bir yapıda kurgulanan çalışmanın kapsamında, kurulduğu günden günümüze Ulusal Sağlık Sistemi'nin yapısal özellikleri ve geçirdiği yasal ve yönetimsel politikalar yer almaktadır.
