Abstract
Çalışma İstanbul Sağlık Müdürlüğü Sağlık Hizmetleri Denetleme Birimi tarafından yapılan denetimlerde görevli sağlık personelinin (denetleyici) görev ve sorumluluklarını yerine getirmedeki etkinliklerin belirlenmesi amacıyla yapılmıştır. Araştıranın evrenini İstanbul Sağlık Müdürlüğü'nde denetleyici olarak görev yapan sağlık personeli, örneklemini ise 2017 yılında denetleyici olarak görev yapmış olan, 2018 yılında denetleyici görevini yapmak için Valilik Onayı alınan ve araştırmaya katılmayı kabul eden denetleyiciler oluşturmuştur. Etik kurul izni alınarak, Ocak 2018- Mayıs 2018 tarihleri arasında, 5 aylık bir sürede araştırmanın veri toplama süreci tamamlanmıştır. Katılımcılara yüz yüze ve elektronik anket uygulanarak toplam 204 katılımcıya ulaşılmıştır. Araştırmada veriler Demografik Özellikler Formu ve Denetim Etkinliğini Değerlendirme Formu ile toplanmıştır. Araştırmada veriler IBM SPSS Statistics 22 (IBM SPSS, Türkiye) programı kullanılarak analiz edilmiştir. Veriler değerlendirilirken istatistiksel yöntem olarak ortalama, standart sapma, frekans, Shapiro Wilks testi, Kruskal Wallis testi ve Mann Whitney U test kullanılmıştır. Araştırma sonucunda denetleyicilerin bağımsız olarak faaliyet gösterdikleri, yeterli yetkinliğe sahip olduğu, denetleyicilere mesleki gelişimleri için imkan tanındığı, denetim mevzuatlarının denetim faaliyetlerinin yürütülmesinde etkili olduğu, denetim faaliyetlerinin kurumsallaşması denetim faaliyetlerini olumlu etkilediği, denetlenen kuruluşların denetimle ilgili yükümlülüklerinin farkında olduğu, denetim sonrasında hazırlanan raporların dikkate alındığı, denetleyicilerin mevzuatta yer alan görev ve sorumluluklarının farkında olduğu, denetleyicilerin profesyonel etik kuralların farkında olduğu ve denetleyiciler iş tatminine sahip olup olmadıkları konusunda kararsız olduğu sonucuna ulaşılmıştır.
This research has been carried out to determine the efficiency of supervisory staff in fulfilling their duties and responsibilities in the inspection, conducted by Istanbul Health Directorate, Health Services Supervision Unit personnel. The universe of the research is the health personnel working as supervisors in the Istanbul Health Directorate and the sample is composed of health personnel who have been working as a supervisor in 2017 and received the approval of the Governor's Office in 2018 to accept the responsibility for participation in the research. The data collection process has been completed in a 5 months period between January 2018 and May 2018, with the permission of the ethics committee. Totally 204 participants were reached through face to face and electronic survey. The Data were collected with two separate forms: one is to determine the descriptive characteristics of the inspectors and the other one is to check the effectiveness of the evaluation. The data in this study have been analysed by using IBM SPSS Statistics 22 program (IBM SPSS, Türkiye) As descriptive statistical methods for evaluating data, frequency, percentage, average standard deviation, Shapiro Wilks test, Kruskal Wallis test and Mann Whitney U test were used. As a result of the research it is considered for the inspectors that they operate independently, have sufficient competence and opportunity is given for their professional development. It is concluded that the inspection regulations are effective in the conduct of the inspection activities, the institutionalization of the inspection activities positively affect the inspections, the inspected organizations are aware of the inspection related obligations, inspection reports are taken in to accounts by the Istanbul Health Directorate. Inspectors are aware of their duties and responsibilities and professional ethics. However, they are unstable about their job satisfaction
