Abstract
Yerel Yo?netimler sec?im sonucu go?revlendirilen bir yo?netici tarafından yo?netilen, temel olarak halka hizmet sunmak ve kamu kaynaklarının etkin kullanımını sag?lamak amacını gu?den siyasi olus?umlardır. Bu kurulus?lar; halkın sec?imi ile is? bas?ına gelen, halka hizmet amacı gu?den ve bu amaca ulas?abilmek ic?in halk u?zerinden gelir toplayan kurulus?lardır. Bu hizmet do?ngu?su?nu?n sag?lanabilmesi ic?in gelirlerin su?rekli ve du?zgu?n takip edilmesi bu?yu?k o?nem tas?ımaktadır. Tez kapsamında gelirlerin temelini olus?turan tas?ınmaz ve mu?kellef alt yapısının su?rekli olarak gu?ncellenmesi ve takibinin saha ekipleri aracılıg?ı ile yapıldıg?ı, konum tabanlı arttırılmıs? gerc?eklik kullanılarak gelis?tirilen mobil saha takip uygulamasının gelis?tirilmesi ve bu su?rec?te kullanılan altyapılar gerekc?eleri ile paylas?ılmaktadır.
Municipalities are political organizations, which are managed by a mayor that is choosen by election and their main duties are effective use of public resources and providing service to citizen. These organizations are elected for providing service to citizen by the taxes collected. For the continuity of this life cycle, municapilities must keep track of the taxes and collect them in a regular basis. In this study an augmented reality based mobile application, which can be used in daily manner to track and update estate information, is developed, which is named as ARGAC?. ARGAC? requests data from MIS and GIS provider, let's the user to process the data and sends back to the provider.
