Abstract
Sağlık Sektöründe Toplam Kalite Yönetimi (TKY), Sağlık Yöneticilerinin Kalite Anlayışı, (Ankara İli Örneği) başlıklı bu araştırmanın amacı, Ankara ilindeki Sağlık Bakanlığı' na bağlı hastane yöneticilerinin TKY'ye ilişkin algılarını değerlendirmektir. Araştırmada veri toplama aracı olarak kullanılan anket, A F. Al-Assaf ve Steven J. Gentling tarafından Amerika Birleşik Devletleri'ndeki (ABD) bazı sağlık kuruluşlarında (Veterans Affairs Medikal Centers) çalışan üst düzey yöneticilerin TKY konusundaki algılarının araştırıldığı çalışmada kullanılan anket formudur. Anketler; Nisan-Ekim 2013 tarihleri arasında, Ankara ilinde bulunan, Sağlık Bakanlığına bağlı hastanelerde görev yapan, yöneticilere uygulanmıştır. Örneklem grubunda 204 yönetici bulunur, yöneticilerin %89.2'sine (182), anket çalışması uygulanarak TKY konusundaki algıları değerlendirilmeye çalışılmış, elde edilen sonuçlar çerçevesinde önerilerde bulunulmuştur. Araştırmanın sonunda; hastanelerdeki yöneticilerin TKY'ye yönelik algıları genelde olumlu bulunmuştur. Yöneticilerin, hastanelerinde işleyen kalite sistemleri programının uzun vadede sunulan hizmetin kalitesinde bir artışa yol açacağı düşüncesinde oldukları tespit edildi. Hastanelerdeki yöneticiler için önemli bazı eğitim ve deneyim alanları soruldu, yönetim eğitim\deneyimi en çok puanı aldı. Yöneticilerin %40,7'si (74) kalite sistemleri felsefeleri ve teknikleriyle ilgili şimdiki bilgi düzeyini orta olarak değerlendirmiştir. Yöneticilerin %46,7'si (85) TKY konusunda hiç eğitim almadıklarını belitmişlerdir. Yöneticilerin %52,7'si (96) SKS sürecinin uygulanmaya başlamasından olumlu sonuçlar görülünceye kadar geçecek sürenin 1-2 yıl olacağını düşünmüşlerdir. Yöneticilerimize, Sağlıkta Kalite Standartlarının uygulanmasına neyi, neleri engel olarak gördüklerini sorduk ve açık uçlu olarak cevaplanmasını istediğimiz bu soruya genellikle; 'sistemdeki bürokratik engeller, yeterli eğitim düzeyine sahip deneyimli personel eksikliği, fiziki koşulların uygunsuzluğuna rağmen mevzuatın yerine getirilmesinin istenmesi' cevaplarını aldık. Total Quality Management In Health Care Industry And Health Care Managers' Perception Of Quality (Case Of Ankara Province) The subject of this research which is total quality management in health care industry and health care managers' perception of quality (case of Ankara province) is to evaluate the apprehension of managers of hospitals affiliated with ministry of health in Ankara province. In our research, the survey that used to collect data is generated by imitation of a survey conducted by authors A F. Al-Assaf and Steven J. Gentling on the perception of top-level administrators concerning total quality management who work in some health care organizations (Veterans Affairs Medical Centers). Surveys were applied between April-October 2013 to managers of hospitals affiliated with ministry of health in Ankara province. 204 managers included in sample group and survey was applied to %89.2 (182) of them. Then, the managers' perception of total quality management were tried to be evaluated and recommendations regarding the results were applied. At the end of the experiment; positive reactions of hospital administrators over the subject of total quality management was obtained. It is found that, administrators were in opinion of ongoing quality system programs will increase quality of the service that is provided in long term. In addition, administrators were asked about some important education and field experience, at the end management education/experience took the highest score. %40.7 (74) of administrators designated themselves as medium for their knowledge level about quality systems philosophy and techniques. %46.7 (85) of administrators stated that they have never taken any education about total quality management. %52.7 (96) stated that it would take 1-2 years from the beginning of total quality management process until some positive results could be obtained. We also asked our administrators that what drawbacks they think about the implementations of service quality standards. Generally, administrators gave some examples of these obstacles as 'bureaucratic obstacles in system, the lack of adequately trained/experienced staff, being obstinately insistent on following legislations despite the inadequate conditions.'
