İstanbul Büyükşehir Belediyesi çerçevesinde teknoloji kullanımının stratejik açıdan öneminin araştırılması

Abstract

Stratejik çalışmaların belediyelerde geliştirilme mekanizması, çalışmaların daha sistemli ve günümüzdeki sistemler ile de uyumluluğunu ortaya koyma üzerinedir. Bu temelden durum değerlendirmesi yapıldığında stratejik planlamalar, stratejik yönetimler ve stratejik ölçümlemeler, belediyelerde teknolojilerin en yetkin kullanımları ile beraber de daha önemli bir potansiyele ulaşmaktadır. İstanbul Büyükşehir Belediyeleri kapsamında teknolojinin kullanılması ve hem kurum yapısında hem halk ile etkileşimde hem de faaliyetler ile örtüşmenin olması yönüne bağlı olarak belediyelerde söz konusu nitelikler, çalışmaların etkinlilerini artırma üzerinedir. Bu açıdan bakıldığında belediyelerde faaliyetler, araştırma genelinde 2011 yılı ile 2018 yılları arası dönemler irdelenerek bakılmıştır. Söz konusu faaliyetlerin genel potansiyellerine ise, belirli bölümlendirmelerin yapıldığı afet yönetimleri, sağlık hizmetleri yönetimleri, çevre yönetimleri, imar, kent ve toplum düzenleri, kültür hizmetleri, fiziksel yapı hizmetleri ve bilişim teknolojileri yönetimleri şeklindedir. İfade edilenlerde teknolojik sistemlerin kullanımlarına bağlı örnekler ise, yine araştırma kapsamında değerlendirilen ölçütler olmuştur. bu yönde çalışmalar kentsel dönüşüm faaliyetlerinden başlayan, imar yapılarına kadar giden ve çevre yönelimli bir anlayışa kadar kapı aralayan özellikleri yansıtmaktadır. İstanbul Büyükşehir Belediyesi uygulamalarında bu duruma örnek, 2011 yıllarında oldukça etkin bir süreç olarak ortaya koyulan enerji kaynaklarının çevre dostu olması üzerine nitelendirmeler, yenilenebilir enerji kaynaklarını temel alma üzerine şekillendirilmiştir. İşte bu durum gibi temel ölçülendirmeler, çalışmanın da bu yönde olmasına ve belediye etkinliklerine ortam hazırlamıştır. Teknolojik sistemler ile artırılmış ve desteklenmiş özellikler, faaliyetlerin genel niteliklerini de bu profilde ortaya koymuştur. Araştırmada bu durumlara bağlı örnekler üzerinden teknolojinin stratejik yönden profili dikkate alınmıştır.

The mechanism of development of strategic studies in municipalities is about revealing the compatibility of the studies with more systematic and current systems. Strategic planning, strategic management and strategic measurements, together with the most competent use of technologies in municipalities, reach a more important potential. In the context of the use of technology within the scope of Istanbul Metropolitan Municipalities, and in terms of both the structure of the institution, the interaction with the public and the overlap with the activities, these qualities are about increasing the efficiency of the studies. In this respect, the activities in the municipalities were examined by examining the periods between 2011 and 2018 in general. The general potentials of these activities are disaster management, health services management, environmental management, zoning, urban and community order, cultural services, physical building services and information technology management. The examples related to the use of technological systems in the expressions were the criteria evaluated within the scope of the research. studies in this direction reflect the characteristics starting from urban transformation activities, going to zoning structures and opening doors to an environment oriented approach. An example of this situation in the applications of Istanbul Metropolitan Municipality is that the qualifications of the energy resources, which were put forward as a very effective process in 2011, are based on renewable energy sources. This is the basic dimension, such as this situation, the work in this direction and has prepared the environment for municipal activities. Features enhanced and supported by technological systems also reveal the general characteristics of the activities in this profile. In the research, the strategic profile of the technology is taken into consideration through the examples related to these situations.
