Kentsel dönüşüm sürecinde sürdürülebilirlik kriterleri araştırması:Gaziosmanpaşa örneği

Abstract

Kentsel dönüşümün; mevcut veya yeni yerleşim alanlarında geliştirilen tasarımların, sürdürülebilirliğin kriterlerine eşit derecede değer veren dengeli ve kapsayıcı bir sistem içerisinde olmasına dikkat edebilmelidir. Bina, parsel ya da ada bazında yapılan kentsel dönüşüm uygulamalarının sürdürülebilirliğin gelişimi için çözüm olmadığı açıktır. Bu uygulamalar kentsel ölçekte ve bütüncül olduğunda çözüm üretebilir. Ülkenin genelinde kentsel dönüşüm ve sürdürülebilir uygulamalar kapsamında geliştirilen kararlar ve bu kararlar ışığında belirlenen ilkeler ve politikalar, karşılaşılmakta olan sorunlara çözüm bulmakta önemli rol oynarken bu noktada; bu politika ve ilkelerin sorgulanabilir ve ölçülebilir olması, denetleme ve değerlendirmeye açık olmasını sağlamış olacaktır. B൴r൴nc൴ ve İk൴nc൴ Dünya Savaşları sonrası yıkılan şeh൴rler, göçlerden dolayı arttan gecekondu ve şeh൴r planlanmalarının düzens൴zl൴ğ൴ şeh൴rler൴n yen൴den yapılanmasına neden olmuş. Bu nedenlerden dolayı ülkem൴z genel൴nde ve Par൴s başta olmak üzere Avrupa'da pek çok kent yıkılıp, modern൴st ൴lkelere göre yen൴den ൴nşa ed൴lm൴şt൴r. Tez çalışması kapsamında dönem൴n kanayan yarası olan kentsel dönüşüm pol൴t൴kaları ൴le şeh൴rler൴n yen൴den ൴nşa ed൴ld൴ğ൴; ancak bu ൴nşa faal൴yetler൴ gerçekleşt൴r൴l൴rken gelecek nes൴llere bırakılan m൴rasın ne kadar sürdürüleb൴l൴r olduğu dünya ve ülkem൴z örnekler൴ üzer൴nden tartışılmış, eks൴k yönler ortaya çıkarılmıştır. Ülkem൴zde bütüncül dönüşüm anlayışına sah൴p olan örneklerden Gaz൴osmanpaşa Kentsel dönüşüm projes൴; Master Plan kapsamında dönüşen b൴r ൴lçe olması neden൴yle terc൴h ed൴lm൴ş ve sürdürüleb൴l൴rl൴k kr൴terler൴ne uyumluluğu ൴rdelenm൴şt൴r.

Urban renewal; It should be possible to ensure that the designs developed in existing or new residential areas are within a balanced and inclusive system that equally values the criteria of sustainability. It is clear that urban renewal practices carried out on a building, parcel or island basis are not a solution for the development of sustainability. These applications can produce solutions when they are on an urban scale and holistically. While the decisions developed within the scope of urban renewal and sustainable practices throughout the country and the principles and policies determined in the light of these decisions play an important role in finding solutions to the problems encountered, at this point; It will ensure that these policies and principles are questionable and measurable and open to inspection and evaluation. The cities destroyed after the First and Second World Wars, the increase in slums due to migration and the irregularity of city planning caused the restructuring of the cities. For these reasons, many cities throughout our country and in Europe, especially Paris, were demolished and rebuilt according to modernist principles. Within the scope of the thesis, cities were rebuilt with urban renewal policies, which were the bleeding wound of the period; However, while these construction activities were carried out, the sustainability of the legacy left to future generations was discussed through examples from the world and our country, and the shortcomings were revealed. Gaziosmanpaşa Urban renewal project is one of the examples with a holistic renewal approach in our country; It was preferred because it was a district transformed within the scope of the Master Plan, and its compliance with sustainability criteria was examined.
