Yönetici hemşirelere yönelik performans kriterlerinin geliştirilmesi
Abstract
Servis sorumlu hemşirelerinin performanslarını değerlendirmeye yönelik performans kriterlerinin Delphi tekniği kullanılarak geliştirilmesini amaçlayan metodolojik türde bir araştırmadır. Araştırmanın evrenini; üniversitelerin hemşirelik hizmetleri yönetimi ana bilim dallarında görev yapan öğretim üyeleri ile İstanbul il sınırları içerisinde faaliyet gösteren 40 kamu ve özel hastanelerin üst düzey hemşirelik yöneticilerini (bakım hizmetleri müdürü, hemşirelik hizmetleri direktörü, hemşirelik hizmetleri müdürü vb.) kapsayan ve araştırmaya dahil edilme kriterlerini karşılayan 81 kişilik bir uzman grubu oluşturdu. Ayrıca örneklem seçimine gidilmedi, ilk Delphi sorusunu cevaplayan ve araştırmaya katılmaya onay veren 28 öğretim üyesi ile 10 yönetici hemşire örneklem grubuna dahil edildi. Üçüncü Delphi turu 20 panelist ile tamamlandı. Araştırmanın verileri, Delphi tekniği uygulanarak e-posta ile toplandı. Araştırma verileri E-PICOS Akıllı İstatistik programında analiz edildi. Birinci ve İkinci Delphi Anketi'nde yer alan maddelerin her birinin medyanı, aritmetik ortalaması, standart sapma, çeyrekler arası genişlik değerleri ve uzlaşma yüzdesi hesaplandı. Birinci Delphi turunda, yönetici hemşirelerin (servis sorumlu hemşirelerinin) performansını değerlendirmeye yönelik performans kriterlerinin neler olması gerektiği ile ilgili soru neticesinde gelen yanıtlar, 27 başlık altında 351 maddeden oluştu. İkinci Delphi turu sonucunda 351 maddeye verilen yanıtlar değerlendirildiğinde, toplamda 167 madde üzerinde uzlaşma sağlandığı ve 184 madde üzerinde uzlaşma sağlanamadığı görüldü. Uzlaşma sağlanamayan maddeler, Üçüncü Delphi turunda panelistlerin görüşüne sunuldu ve yeniden değerlendirmeleri istendi. Yanıtlar değerlendirildiğinde, toplamda 105 (yüz beş) madde üzerinde uzlaşma sağlandığı ve 79 (yetmiş dokuz) madde üzerinde uzlaşma sağlanamadığı görüldü. Tüm Delphi turlarında uzlaşma sağlanan maddeler Türkiye'de hemşirelik hizmetlerini yöneten hemşirelerin performanslarını değerlendirmede performans kriterleri olarak kabul edildi. It is a methodological type of research that aims to develop performance criteria for evaluating the performance of service nurses using Delphi technique. The universe of the research; faculty members working in the departments of nursing services management of universities and senior nursing managers (care services manager, nursing services director, nursing services manager, etc.) of 40 public and private hospitals operating within the provincial borders of Istanbul and meeting the inclusion criteria of the research, consisted of an expert group of 81 people. In addition, no sample selection was made, 28 faculty members and 10 administrator nurses who answered the first Delphi question and approved to participate in the research were included in the sample group. The third Delphi round concluded with 20 panelists. The data of the research were collected by e-mail by applying the Delphi technique. Research data were analyzed in the E-PICOS Smart Statistics program. The median, arithmetic mean, standard deviation, interquartile range values and percentage of agreement were calculated for each of the items in the First and Second Delphi Questionnaires. In the first Delphi round, the answers received as a result of the question about what the performance criteria should be for evaluating the performance of the manager nurses (service manager nurses) consisted of 351 items under 27 headings. When the answers given to 351 items at the end of the second Delphi round were evaluated, it was seen that consensus was reached on a total of 167 items and no consensus was reached on 184 items. Items on which no consensus could be reached were presented to the panelists in the Third Delphi round, and they were asked to reconsider. When the answers were evaluated, it was seen that a consensus was reached on 105 (one hundred five) items and no consensus was reached on 79 (seventy-nine) items. The items agreed upon in all Delphi rounds were accepted as performance criteria for evaluating the performance of nurses managing nursing services in Turkey.
