Türkiye'de özel okullarda görev yapan Türk ve yabancı uyruklu öğretmenlerin karşılaştıkları yasa dışı veya etik dışı eylemleri ihbar etmeye (whistleblowing) bakış açıları

Abstract

Bu çalışmanın temel amacı aynı eğitim kurumunda görev yapan farklı milliyetteki öğretmenlerin kendi algılarına göre mevcut ihbar etme durumlarında farklılık olup olmadığının öğretmen görüşlerine göre belirlemektir. Araştırma Türkiye'de İstanbul İli Anadolu Yakasında bulunan özel okullarda çalışan Türk ve yabancı uyruklu öğretmenler üzerinde yapılmıştır. Araştırmaya 7 Türk öğretmen ve 9 yabancı öğretmen katılmıştır. Nitel modelde gerçekleştirilen bu araştırmada algıların gerçekçi ve bütüncül biçimde ortaya konabilmesi amacıyla olgu bilim deseni kullanılmıştır. Araştırma kapsamında 3 adet soru belirlenmiştir. Sorular yabancı öğretmenlere İngilizce olarak sorulmuş ve İngilizce olarak cevaplar alınmıştır. Cevaplar Türkçe'ye çevrilerek analize dahil edilmiştir. Görüşmelerin çözümlenmesinde nitel araştırma teknikleri kullanılmıştır. Görüşmeler sonucunda elde edilen kavramlar ana tema ve alt temalara ayrılmış ve bu temalar kapsamında açıklamalar verilmiştir. Ayrıca araştırmaya katılan öğretmenlerin görüşlerine yer verilmiştir. Araştırma sonucunda hem Türk hem de yabancı öğretmenlerin çok fazla olumsuz davranışlarla karşılaşmadıklarını bununla beraber münferit olaylar karşısında da sözlü olarak yönetime ihbar etme davranışı sergiledikleri tespit edilmiştir.

The main purpose of this study is to determine whether teachers of different nationalities who work in the same educational institution are different in their current reporting situations according to their own perceptions. The research carried out on Turkish and foreıgn teachers who works at private schools which are located on Asia side of İstanbul in Turkey. 7 Turkish and 9 foreıgn teachers participated in the research. In this research carried out in the qualitative model, case studies are used in order to present the perceptions in a realistic and holistic manner. Three questions were determined within the scope of the research. Questions were asked in English to foreign teachers and responses were received in English. Qualitative research techniques were used in the analysis of the interviews. The main themes and sub-themes of the conclusions obtained as a result of the interviews are divided and explanations are given within the context of these themes. The opinions of the teachers who participated in the research were also included. As a result of the research, it was determined that both Turkish and foreign teachers did not encounter too many negative behaviors and that they also reportedly acted as a manager in the face of individual events.
