Sendikalı öğretmenlerin sendikal faaliyetlere katılımları (Kocaeli örneği)

Abstract

Sendikalar, sosyal yaşamın en temel unsurlarındandır. Ülkemizde sendikal hayat işçi ve memur sendikaları olmak üzere iki ayrı koldan yürümektedir. İşçilerin sendikalaşma süreci memurlara göre daha eskiye dayanmasına rağmen memurların sendikalaşma oranları işçilere göre kat be kat daha fazladır. Ancak memur sendikaları kamuoyu ve işveren nazarında istenildiği kadar büyük bir baskı unsuru olamamıştır. Elbette bunun en önemli nedenlerinden biri memurlara grev hakkının verilmeyişi olsa bile üyelerinin sendikalarının faaliyetlerine yeterince katılmamaları da önemli bir etkendir Bu çalışma ile herhangi bir öğretmen sendikasına üye olan öğretmenlerin, sendikal faaliyetlere ne düzeyde katıldığı ve katılmayanların katılmama nedenleri araştırılmıştır. Bu amaçla 2013-2014 eğitim-öğretim yılında Kocaeli ilindeki devlet ilkokul, ortaokul ve liselerinde çalışan 400 civarındaki öğretmen ile bir anket çalışması yapılmış, elde edilen veriler uygun programlarla işlenerek bazı sonuçlara ulaşılmıştır. Edindiğimiz bulgulara göre; sendikalı öğretmenler, sendikal eylemlere yüksek oranda katılım gösterirken sosyal faaliyetlere pek rağbet etmemektedir. Sendikal faaliyetlere katılım düzeyleri, çekince düzeylerinden oldukça fazladır. Sendikalı öğretmenler arasında sendika-siyaset ilişkisi en büyük problem olarak görülmektedir. Sendikalar, karar alma süreçlerine ve sosyal faaliyetlerine hala kadın öğretmenlerin ilgisini çekememiştir. Ayrıca bir işyerindeki aynı sendikaya üye personel sayısı ile sendikal faaliyetlere katılımın her zaman doğru orantılı olmadığı, kurum idarecisi ile aynı sendikaya üye olmayan öğretmenlerin sosyal faaliyetlere daha çok ilgi gösterdiği, eşi çalışan öğretmenlerin bazı eylemlere daha çok ilgi gösterdiği gibi ilginç sonuçlara da rastlanmıştır. Trade unions, one of the most basic elements of social. In our country, trade union life is to walk from two lanes, including union workers and civil servants. Although older workers based on unionization process according to officials of the officers unionization rate is higher than according to the workers. However, public servants' unions in the eyes of employers and the public, couldn't be a big stress factor as desired. Of course, it's one of the most important reasons, isn't given the right to strike to the officers, even thought the officers of due adequately participate in the activities of the members of the union is also an important factor. The aim of this study is to find out the participation levels of the union activities of the teachers who join any of the teachers' union and the reason why the others don't belong to any of the teachers' union. For this reason, we surveyed about 400 teachers who teach in primary, secondary and high schools in the academic year 2014/15 and we got some results by processing the data we collected with some suitable programs. According to the data we collected, although the teachers who belong to a union seem to show an interest in the union actions, they don't take part in any social actions. The levels of their taking part in any union activities are more than the levels of their hesitation. The relationship between the union and the politics seems the biggest problem among the teachers belonging to a union. The unions couldn't show the female teachers' interest in the process of the decision-making and the social activities. Additionally, we have found out the interesting results such as the participation level of the members that belong to the same union in a work area and the participation level of the members that joins to the union activities is not the equal and have found out the teachers who don't belong to the same union with the administrator of the institution and the teachers whose wives work showed more interest to the social actions.
