Balıkesir il merkezindeki iki devlet hastanesinde çalışan sağlık personellerinin kamu hastaneleri birliğine bakışı

Abstract

Bu çalışma, Balıkesir İl Merkezindeki iki devlet hastanesinde çalışan sağlık personellerinin 02.11.2012 tarihinde tüm Türkiye'de uygulamaya geçen Kamu Hastaneleri Birliği Sistemine bakışını ve bu sistem ile ilgili düşüncelerini öğrenmek için gerçekleştirilmiştir. Araştırma kesitsel ve tanımlayıcı özelliktedir. Araştırmanın evreni, Kasım 2013 tarihinde Balıkesir İl merkezindeki iki devlet hastanesinde (Balıkesir Atatürk Devlet Hastanesi ve Balıkesir Devlet Hastanesi) çalışan 262 Doktor, 541 Hemşire, 345 Ebe, 82 Sağlık Memuru, 251 Diğer Sağlık Personeli (Tıbbi Sekreter, Röntgen Teknisyeni, Anestezi Teknisyeni, vb.) olmak üzere 1481 kişiden veri toplanmıştır. Çalışmanın verileri, katılımcıların tanıtıcı ve mesleki özelliklerini içeren toplam 13 sorudan oluşan; yaş, cinsiyet, mesleki görüşler, eğitim durumu, çalıştıkları birim, medeni durumu gibi soruları içeren birinci bölümden (Ek-1) ve toplam 17 sorudan oluşan Kamu Hastaneleri Birliğine ilişkin bazı ifadelerin ve Kamu Hastaneleri Birliğine ilişkin 5'li Likert tipi (Kesinlikle Düşünüyorum, Düşünüyorum, Kararsızım, Düşünmüyorum ve Kesinlikle Düşünmüyorum) ifadelerin yer aldığı ikinci bölümden oluşan (Ek-2) bir anket formu ile toplanmıştır. Bu çalışmamızda sağlık çalışanları Kamu Hastaneleri Birliği Sistemi ile, hastanelerin özelleştirileceğini, Özel Hastaneler gibi hareket ederek sağlık personelini işten çıkarabileceğini, sağlık personelinin sözleşmeli olacağını, Hastanelerin Başhekimler tarafından yönetilmeyip sözleşmeli yöneticiler tarafından yönetilmesinin Tıbbi Hizmetlerde hizmetin aksamasına sebep olacağını düşünmektedirler ama tüm bunlara rağmen devletin ekonomik açıdan kazanç sağladığını ve Kamu Hastaneleri Birliği Sisteminin gerekli olduğunu da düşünmektedirler. Bu çalışmanın bulgularına göre sağlık çalışanları, Kamu Hastaneleri Birliği Sistemini özelleştirmenin ilk adımı olarak görüp benimsemeseler de bu tarz bir sistemin olması gerektiğini düşünmektedirler. This study is conducted to identify thoughts of medical personnel in two state hospitals (Balikesir State Hospital, Atatürk State Hospital), which are in the city centre, about the Public Hospitals Union System applied nationwide in Turkey, on 11.02. 2012. The study has a descriptive and a summative feature. The scope of the study is among 262 doctors, 541 nurses, 345 midwives, 82 health officers and 251 other health officials (medical secretaries, rontgen tecnicians, anesthesia tecnicians) in two state hospitals (Atatürk State Hospital, Balıkesir State Hospital) in November 2013, totally 1481 participants. The data have been gathered by the first part that includes introductory and occupational features and it consists of 13 questions asking for their age, gender, occupational views, education, unit of service, marital status; and the by the second part which has a questionnaire form of 5 Points Likert Scale (strongly agree, agree, hesitant, disagree, strongly disagree) about the Public Hospitals Union. According to this study, health personnel are in the opinion that with the Public Hospitals Union System, hospitals are to be privatised, will perform as private hospitals to lay off its own personnel, will work with contracted personnel, and have the possibility of managing hospitals by contracted directors instead of chief physicians and thus disabling services conducted by Medical Services, but they also think that this practice is profitable for the government and the Public Hospitals Union System is necessary. The finding of this study has shown that even though health officials do not embrace the Public Hospitals Union System as they think it is the first step of privatization, they, on the other hand, believe this kind of system is necessary.
