Türkiye'nin şeker ihracatı sorunları ve çözüm önerileri

Abstract

Şeker, şeker kamışı ve şeker pancarından üretilen insanlar tarafından çok yoğun bir şekilde tüketilen kristal halinde bulunan tatlı bir gıda maddesi olarak günlük hayatımızda sıklıkla yer almaktadır. Şeker bir gıda maddesi olmasının ötesinde çok önemli boyutları bünyesinde taşımaktadır. Ülkelerin tarım ve ekonomi politikasında önemli bir yeri olan şekerin ülke ekonomisi, insan sağlığı, tarım alanlarının kullanımı, istihdam, sanayi ve dış ticaret gibi birçok alanda etkili olduğu görülmektedir. Ülkelerin bu yüzden sadece şekere yönelik politikalar geliştirdiği, şeker politikasını takip etmek için kurum ve kuruluşlar işlettiği bilinmektedir. Bu çalışmada çeşitli değişkenlerin şeker fiyatları ve şeker ihracatı üzerindeki etkilerinin incelenmesi amaçlanmıştır. Araştırma kapsamında şeker ihracatına etki edebileceği değerlendirilen 1998-2018 dönemine ait 13 adet değişkenden istifade edilmiş, tüm veriler yıllık dönemler şeklinde analize dâhil edilmiştir. Yıllara bağlı olarak elde edilen istatistiksel veriler SPSS paket programı ile analiz edilmiştir. Çalışma sonucunda Türkiye şeker fiyatı üzerinde dünya şeker fiyatının yüksek düzeyde pozitif etkiye ve Türkiye şeker üretiminin ise orta düzeyde negatif etkiye sahip olduğu tespit edilmiştir. Türkiye şeker üretim alanının Türkiye şeker fiyatını negatif anlamda yüksek düzeyde etkilediği tespit edilmiştir. Türkiye şeker ithalatının da Türkiye şeker fiyatını orta düzeyde negatif anlamda etkilediği tespit edilmiştir. Türkiye pancar üretimi çiftçi sayısı ve Türkiye pancar üretim alanının şeker üretimini yüksek düzeyde etkilediği tespit edilmiştir. Türkiye'nin şeker ihracatının Türkiye ve Dünya şeker fiyatlarından pozitif anlamda orta düzeyde etkilendiği tespit edilmiştir. Anahtar Kelimeler: Şeker, şeker fiyatları, şeker ihracatı

Sugar is frequently found in our daily lives as a sweet food which is produced from sugar cane and sugar beet and consumed very intensely by people. Sugar is a very important dimensions beyond being a food. Sugar, which has an important place in the agricultural and economic policies of the countries, appears to be effective in an area such as country economy, human health, use of agricultural land, employment, industry and foreign trade. It is therefore known that countries only develop policies for sugar, and operate institutions and organizations to follow sugar policy. The aim of this study was to investigate the effects of various variables on sugar prices and sugar exports. Within the scope of the research, 13 variables belonging to 1998-2018 period, which are considered to be effective on sugar exportation, were utilized and all data were included in the analysis as annual periods. Statistical data were analyzed by means of SPSS package program. As a result of this study, it has been found that world sugar prices have highly positive effect on domestic sugar prices, and sugar production in Turkey have mildly positive effect on domestic sugar prices. It has been revealed that Turkey sugar producing areas affect domestic sugar prices highly negative, and, Turkey's sugar imports affect sugar prices moderately negative. It has been found that Turkey beet production and the number of farmers has been found to highly affect sugar beet production areas, and, Turkey and the world sugar price affect Turkey's sugar exports positively.
