Abstract
Şehirlerdeki nüfusun ve taleplerin artmasıyla ortaya çıkan baskılar sonucunda meydana gelensua sorunları çözmek amacıyla gelişen bir kavram olan kentsel dönüşüm, tarihi kent dokularının yenilenmesi ve korunmasında bir araç olmuştur. Tarihsel süreç içerisinde Fatih'in değişime uğraması, köhneleşmesi toplumda dönüşüme yönelik talepleri artırmıştır. Süleymaniye Kentsel Yenileme Alanı'nda da çöküntü alanlarının (Estetik, ekonomi ve güvenlik açısından kendi içinde fonksiyonlarını yerine getiremediği gibi bulunduğu çevreye de zarar veren alanlar) oluşması nedeniyle kentsel dönüşüm projesi yapma ihtiyacı doğmuştur. Ancak ticaret, turizm, konut ve benzeri plan fonksiyonları ile sosyal donatı alanlarını kapsayan 232 adanın oluşturduğu, 94,28 hektarlık, %100'e yakın olarak fiziki doluluğunu tamamlamış bir bölgenin bütününde kentsel dönüşüm yapmak bugünün şartlarında imkânsız olduğundan yer seçiminde bir çalışma modeline ihtiyaç olduğu görüldü. Çalışma kapsamında bu sorunu çözmek için bir model önerilmiştir. Üç ayrı satış fiyatı senaryosu üzerinden kuruşlandırılarak fizibilite çıkarılmış tabloların sağ alt kenarına oransal olarak optimum faydalı ortalama işaretlenmiştir. Bölgede daha önceden bir kentsel dönüşüm projesi veya modeli uygulanmadığından kıyaslama imkanı olmamakla birlikte; model çalışılması düşünülen adaların içerisinde en verimli olanları kesin bir şekilde ortaya koymuştur. Süleymaniye Kentsel Yenileme Alanı özelinde hazırlanan bu yer seçim modeli, projenin en ekonomik, en hızlı, en adil, tüm paydaşların üzerinde ittifak ettiği, şeffaf bir şekilde yürütülebilecek, uygulanabilirlik sorunu olmayan, en verimli sonuca ulaşmayı sağlayacağı gibi yörelere(Uygulama düşünülen yere) özel bazı kriterlerin eklenmesi kaydıyla tüm Türkiye'de uygulanabilecektir. Bu çalışmanın önemi bürokratik, siyasi ya da belli kişi ve grupların tüm paydaşları kapsamayan kararları doğrultusunda uygulanan kentsel dönüşüm projelerinde ortaya çıkan zaman, verimlilik, finansman kayıplarının önüne geçebilecek bir çözüm modeli olmasıdır. Bu tez kapsamında kentsel dönüşüm kavramının tanımları irdelendikten sonra, Türkiye'deki uygulamalar, yasal mevzuat ve yenileme alanı kavramı incelenmiştir. Ele aldığımız Süleymaniye Bölgesi de bir yenileme alanı olduğundan özellikle yenileme alanlarının yasal yönden incelenmesi ve bu alanlarda ortaya çıkan sorunlar tüm yönleriyle irdelenmiştir. Fatih'in ve Süleymaniye Bölgesi'nin tarihi, coğrafi incelemesi, mevcut durumu kısaca ortaya konduktan sonra, Süleymaniye Kentsel Yenileme Alanı'nın detaylı analizine geçilmiştir. Süleymaniye Kentsel Yenileme Alanı'nın, yapısı, kültür varlıklarının durumu, ilgili kararları detaylı bir şekilde incelenmiştir. Alanın güçlü, zayıf yönleri incelendikten, fırsat ve tehditleri analiz edildikten sonra eldeki verilerle sentez çalışması yapılmış, kentsel dönüşüm uygunluk şeması çıkarılmıştır. Tüm bu verilerin ışığında kentsel dönüşüm uygulamalarında yer seçim modeli ortaya konmuştur. Model, analiz edilen adaların etken ve değişkenlerini tek tek ele alarak puanlamış, en verimli olanları ortaya çıkarmış, verimsiz olanları elemiştir. Tezin yazılma amacı olan bu model, uygulanabilirlik, finansman, zaman yönetimi, kentsel dönüşüm projesinin uygulanmasından sonra ortaya çıkacak faydanın adil dağılımı, şehrin yenilenmesine en yüksek katkıyı verecek olan tercihi ortaya çıkarmak üzere zayıf tercihleri elemiş ve projenin hangi bölgelere uygulanması konusunda kesin sonucu ortaya koymuştur. Tezin nihayetinde ortaya çıkan tüm veriler değerlendirme ve sonuç bölümünde okuyucuya detaylı bir şekilde ifade edilmiştir. Modelin ekonomik ve uygulanabilir olduğu göz önüne serilmiştir. Urban transformation, which is a concept developed to solve the problems that arise as a result of the pressures that cities are exposed to, has become a tool for the renewal and preservation of historical urban textures. Due to the formation of collapsed areas in the Süleymaniye Urban Renewal Area, the need for an urban transformation project arose. However, since it is impossible to carry out urban transformation in an area of 94.28 hectares, which is almost 100% physically occupancy, consisting of 232 islands covering trade, tourism, housing and similar plan functions and social reinforcement areas, a working model is needed in site selection. seen. Within the scope of the study, a model has been proposed to solve this problem. The optimum useful average is marked proportionally on the lower right side of the tables for which feasibility has been drawn by penny over three different sales price scenarios. Although there is no possibility of comparison since an urban transformation project or model has not been implemented in the region before, the model has definitely revealed the most efficient ones among the islands to be studied. This location selection model, which was prepared specifically for the Süleymaniye Urban Renewal Area, is the most economical, fastest, fairest, agreed upon by all stakeholders, can be carried out in a transparent manner, has no applicability problems, is the most efficient, and ensures that the project is specific to the regions (where the application is considered). provided that some criteria are added, it can be applied all over Turkey. The importance of this study is that it is a solution model that can prevent time, efficiency and financial losses in urban transformation projects implemented in line with the bureaucratic, political or decisions of certain individuals and groups that do not include all stakeholders. In this thesis, after examining the definitions of the concept of urban transformation, practices in Turkey, legal legislation and the concept of renewal area are examined. Since the Süleymaniye Region, which we have discussed, is a renewal area, especially the legal examination of the renewal areas and the problems that arise in these areas have been examined in all aspects. After briefly presenting the historical, geographical examination and current situation of Fatih and the Süleymaniye Region, a detailed analysis of the Süleymaniye Urban Renewal Area was started. The structure, cultural assets and status of the Süleymaniye Urban Renewal Area were examined in detail. After examining the strengths and weaknesses of the area, analyzing the opportunities and threats, a synthesis study was made with the available data, and the urban transformation suitability scheme was drawn. In the light of all these data, the location selection model in urban transformation applications has been revealed. The model scored the factors and variables of the analyzed islands one by one, revealed the most productive ones, and eliminated the inefficient ones. This model, which is the purpose of writing the thesis, has eliminated the weak choices in order to reveal the applicability, financing, time management, fair distribution of the benefits that will emerge after the implementation of the urban transformation project, the choice that will make the highest contribution to the renewal of the city, and has revealed the definitive result on the application of the project to which regions. All the data that emerged at the end of the thesis were explained to the reader in detail in the evaluation and conclusion section.
