Türkiye'de dış ticaret politika ve uygulamaları: 2000-2016 dönemi

Abstract

Türkiye, 24 Ocak 1980 Kararları ile birlikte ekonomide dışa açık büyümeyi sağlayabilmek için serbestleşme politikalarını benimsemiştir. Bu çalışmada, Türkiye'nin 24 Ocak kararlarından önceki ekonomik yapısı kısaca anlatıldıktan sonra, 24 Ocak Kararları doğrultusunda alınan tedbirler ve dış ticaretin serbestleştirilmesi konuları ele alınmıştır. Ardından mal ve sermaye hareketlerinde tam serbestleşmenin arttığı 1990'lı yıllar incelenmiştir. 1990'lı yılların dış ticaret politikası ve cari işlemler dengesi anlatıldıktan sonra 5 Nisan 1994 Kararlarına değinilmiştir. Son olarak 2000'li yıllardaki gelişmeler, Kasım 2000 ve Şubat 2001 krizleri ve bu dönemde yürürlüğe konulan 2000 Programı ve Güçlü Ekonomiye Geçiş Programı gibi programlar incelenmiştir. Çalışmanın temel konusunu oluşturulan 2000'li yıllardaki dış ticaret gelişmeleri, 2000- 2009 ve 2010-2016 olmak üzere iki dönemde incelenmiştir. İncelemede ithalat ve ihracat verileri, en çok ihracat yapılan ülkeler ve ülkeler grupları incelenmiştir. Sonuç olarak Türkiye'nin ithalat ve ihracatı, 1980'li yıllardan itibaren hızla artmıştır. Ancak son 3 yıldır ithalat ve ihracatta bir düşüş söz konusudur. In this study, the economic conditions of Turkey before decisions of January 24 was briefly described, and then measures taken after January 24 and liberalization of foreign trade were discussed. Then the 1990s that are years of full liberalizations in goods and capital movements were examined. Decisions of April 5, 1994, has been reviewed after the foreign trade policy of the 1990s and the balance of current account have been discussed. Finally, developments in the 2000s, economic crisis' of November 2000, and February 2001, and programs such as the 2000 Program and the Transition to the Strong Economy Program were examined. Foreign trade developments in the 2000s, which are the essential subject of this study, were considered in two periods: 2000-20009 and 2010-2016. Import and export data, most exported countries and country groups were analyzed. As a result, Turkey's import and export have increased rapidly since the 1980's. However, there has been a decline in imports and export for the last three years. Keywords: Foreign trade, import, export, liberalization.
