Abstract
Kamunun özellikle finansal, bankacılık sektörüne girme sebepleri değişik nedenlere bağlanabilmektedir. Öncelikle 1980'li yıllardan itibaren katılım bankacılığına devlet daha fazla önem vermiş ilk bakışta özel sektör aracılığı ile kurulmalarına öncülük etmiştir. Yakın dönemde de kamu katılıma devletin ağırlık vermesi devletin İslami finans gibi önemi bulunan bir sektörde bulunması, ekonomik kalkınma ve sektörün gelişimi için şart olduğu düşüncesi ön plana çıkmıştır. Keynes'in gerektiğinde devletin finansal sisteme müdahale etmesi fikri, finansal piyasaların ve hususen bankacılık sektörünün diğer piyasalardan faklı konuma sahip olması, kamunun bankacılık kesimde yer edinmesinin finansal sisteminin ve ekonominin gelişimine olumlu etki yapacağı kanısı, özellikle devlet bürokrasisinde yaygınlık kazanmıştır. Kamu katılım bankacılığı dönüşüm programı kapsamına alınarak bir devlet politikası haline getirilmiştir.
The reasons of the public to enter the banking sector, especially Financial, can be linked to different reasons. First of all, since the 1980s, the state has given more importance to participation banking and at first glance it has pioneered its establishment through the private sector. In the near term, the state's emphasis on public participation has come to the fore in an important sector such as Islamic finance, and the idea that it is essential for economic development and the development of the sector. Keynes ' idea that the state should intervene in the financial system, that the financial markets and especially the banking sector are different from other markets, that the public's involvement in the banking sector will have a positive impact on the development of the financial system and the economy, has become widespread especially in the state bureaucracy. Public participation banking has been transformed into a state policy under the transformation program.
