Abstract
Salgın hastalıklar insanlık tarihini farklı zamanlarda meşgul etmiştir. Tarihte görülen diğer bir çok örnek gibi 2019-nCoV / SARS-CoV 2'de 2019 yılında salgın olarak görüldü. Ülkeler farklı yöntemler kullanarak, vatandaşlarını bu hastalıktan korumaya ve hastalığa yakalanan vatandaşlarını tedavi etmeye odaklandı. Ülkelerin kullandığı yöntemler arasından seçimler yaparak, etkin bir mücadele yöntemi belirlemek, salgının kontrol altına alınmasını sağlayabilmekte ve ileride oluşabilecek salgınlarla mücadele için yol gösterici olabilmektedir. Bu çalışmada Organisation for Economic Co-operation and Development'a (OECD) raporlama yapan ülkelerden karantina önlemlerini düzenli ilan eden bazı ülkelerin (İtalya, İngiltere, İspanya, Japonya, Güney Kore, Yeni Zelanda, Yunanistan, Türkiye, Norveç, İsviçre, Almanya, Fransa, İsrail ve Avustralya) mevcut salgına karşı tutumları, karantina ve kısıtlama tedbirlerinin etkinliği karşılaştırıldı. Ocak 2020 – Aralık 2020 arasında hasta sayıları ve ölüm oranlarını temel alarak hastalığın yayılmasına karşı ülkelerin aldıkları önlemlerin başarısı tartışıldı. World Health Organization, Organisation for Economic Co-operation and Development, European Centre for Disease Prevention and Control, U.S. Food and Drug Administration Central Intelligence Agency ve Hopkins Üniversitesi'nden bu çalışma için veriler toplandı. Verilerden tablolar hazırlandı. Ülke yöneticilerinin tutumu, vaka ölüm sayısı gibi özellikli bilgiler ve grafikler baz alınarak ülkelerin içinde bulundukları durumlar tespit edildi. Değerlendirilen ülkelerin sağlık çalışanlarının, nüfusa oranı, sağlık harcamaları, hastane yatak kapasiteleri karşılaştırıldı. Vaka/ölüm oranına bakılarak sağlık sistemlerinin başarısı tartışıldı. Salgın ile mücadele için ideal yöntemin bulunması hedeflendi. Uluslararası dolaşım durdurulmadan salgın ile mücadelede başarıya ulaşamayacağı anlaşıldı. Kapanma süresinin, hastalığın iyileşme süresi ve kuluçka süresi kadar olması gerektiği görüldü. Tam kapanma yönteminin uygulanması gerektiği anlaşıldı. Acil eylem planlarının hazır olmasının müdahale hızını arttırdığı ve hastalığın çabuk kontrol altına alınmasına fayda sağladığı tespit edildi.
Epidemics have occupied the history of humanity at different times. Like many other examples seen in history, 2019-nCoV / SARS-CoV 2 was seen as a pandemic in 2019. Countries have focused on protecting their citizens from this disease and treating their citizens who have the disease, using different methods. By making choices among the methods used by the countries, determining an effective method of struggle can ensure that the pandemic is under control and can be a guide for the fight against future pandemics. In this study, the attitudes of some countries (Italy, England, Spain, Japan, South Korea, New Zealand, Greece, Turkey, Norway, Switzerland, Germany, France, Israel and Australia) that regularly declare quarantine measures from countries reporting to the Organization for Economic Co-operation and Development to the current pandemic, and the effectiveness of quarantine and restriction measures were compared. The success of the measures taken by countries against the spread of the disease was discussed, based on the number of patients and death rates between January 2020 and December 2020. Data were collected for this study from the World Health Organization Organization for Economic Co-operation and Development, European Center for Disease Prevention and Control, U.S. Food and Drug Administration, Central Intelligence Agency, and Hopkins University. Tables were prepared from the data. The situations of the countries were determined based on the tables, the attitudes of the country administrators, the specific information such as the number of cases and deaths, and graphics. The ratio of health workers to population, health expenditures and hospital bed capacities of the evaluated countries were compared. The success of health systems was discussed by looking at the case/death rate. It aimed to find the ideal method to combat the epidemic. It was understood that there would be no success in the fight against the epidemic without stopping international circulation. It was observed that the closure period should be as long as the recovery period and the incubation period of the disease. It was understood that the full closure method should be applied. It has been determined that the readiness of emergency action plans increases the speed of intervention and benefits the rapid control of the disease.
