Konut finansmanı ve yeni model önerileri
Abstract
Bu tezde, konut tanımı incelenmiş, konut sektörünün analizi yapılmış, konut ihtiyacının sebepleri sıralanmıştır. Konut finansman kaynakları konut üreticisine göre ve konut alıcısına göre açıklanmış, yatırım aracı olarak sermaye piyasalarında işlem gören gayrimenkul sertifikası, gayrimenkul yatırım ortaklıkları ve gayrimenkul yatırım fonları detaylı analiz edilmiştir. Hane halkı istatistikleri detaylı izah edilmiş, hane halkının gelir ve tasarrufları ile konut edinimi analiz edilmiştir. İpotekli konut finansman sistemi, mortgage, birincil ve ikincil piyasalar olarak ve ödeme yöntemlerine göre açıklanmıştır. Amerika Birleşik Devletleri, Almanya, İngiltere ve Malezya ülkelerinde uygulanan ipotekli konut finansman sistemleri tarihsel süreçleri ile birlikte güncel durum örnekleriyle anlatılmıştır. Türkiye'deki ipotekli konut finansman sistemi mevzuatı, işleyişi, beklentiler ve beklentilerin gerçekleşmesi incelenmiştir. Ülkemiz için daha önce önerilen konut finansman modelleri özetlenmiş, model 1 olarak Konut İdaresi'nin kurulması teklif edilmiştir. Konut İdaresi'nin yapısı, işleyişi ülkemize yapacağı katkı ortaya konmuştur. Gelir paylaşım modeli önce açıklanmış bu model baz alınarak Gelire Endeksli Sözleşme, GES, Model 2 olarak teklif edilmiştir. Yatırımcılar için yeni bir enstrüman olacak GES modeli konut sektörü açısından pozitif bir etki yapacaktır. Sonuç olarak ülkemizdeki konut finansman yöntemlerinin hane halkının konut edinimi için yetersiz kaldığı ortaya konulmuş, konut edinimi için çözüm önerileri sıralanmıştır.
In this thesis, the definition of housing is analysed, the housing sector is analysed and the reasons for the need for housing are listed. Housing financing sources are explained according to housing producers and housing buyers, and real estate certificates, real estate investment trusts and real estate investment funds traded in capital markets as investment instruments are analysed in detail. Household statistics are explained in detail and households' income and savings and housing acquisition are analysed. Mortgage housing finance system, mortgage, primary and secondary markets and payment methods are explained. Mortgage housing finance systems implemented in the United States of America, Germany, the United Kingdom and Malaysia are explained with historical processes and current situation examples. Mortgage housing finance system legislation in Turkey, its functioning, expectations, and realisation of expectations are analysed. Previously proposed housing finance models for Turkey have been summarised and the establishment of the Housing Administration has been proposed as Model 1. The structure and functioning of the Housing Administration and its contribution to our country are presented. The revenue sharing model has been explained and based on this model, Income Indexed Contract, GES, has been proposed as Model 2. The SPP model, which will be a new instrument for investors, will have a positive impact on the housing sector. As a result, it has been revealed that housing financing methods in our country are insufficient for households to acquire housing, and solution suggestions for housing acquisition have been listed.
