Abstract

Kentlerde hızlı büyümenin meydana getirdiği problemleri gidermek ve doğal afetlere dayanıklı kentler oluşturmak amacıyla, kentsel dönüşüm projeleri uygulanmaktadır. Bu projelerin temel amacı, insanların yaşam kalitesi ve refah düzeylerinin yükseltilmesi, sağlıklı ve nitelikli yerleşim alanlarının oluşturulması, altyapı ve sosyal donatıların iyileştirilmesi ve kamusal hizmetlere erişim kolaylığının sağlanması olarak bilinmektedir. Ancak, kentsel alanların kendine özgü sorunları ve nitelikleri ve ayrıca, dönemin koşullarına göre, dönüşüm projeleri fiziksel, yasal, sosyal, ekonomik ve çevresel faktörler olmak üzere çeşitli etkenler çerçevesinde şekillenmektedirler. Bu bağlamda, bu çalışmada, son yıllarda Türkiye de kentsel dönüşüm projelerinin sadece fiziksel dönüşüm olarak algılanmasına karşın, dönüşüm projelerinin sosyo-ekonomik boyuttan da incelenmesi gerekliliği ve önemi vurgulanmıştır. Çalışmada, İluh deresi ıslah çalışması ve kentsel dönüşüm projesi sosyo-ekonomik açından irdelenmiştir. Tezin kavramsal çerçevesine göre, İluh deresindeki ıslah çalışması ve kentsel dönüşüm projesinin amacı ve dönüşüm sürecinde yer alan faktörler incelenmiş, bölgede yapılan alan çalışması sonucunda, dönüşüm alanındaki sosyo-ekonomik yapı ortaya çıkarılmıştır. Elde edilen sonuçlara göre, bölgenin sosyo-ekonomik yapısına uygun, kentsel dönüşüm stratejileri önerilmiştir.In order to resolve the problems brought about by the fast growth in the cities and build cities resistant to natural disasters, urban transformation projects are applied. The main purpose of these projects is to raise the life quality of people and prosperity, create healthy and qualified residential areas, improve the infrastructure and social facilities and provide accessibility to public services. However, according to the specific problems and qualities of urban areas, and also according to the conditions of the time, transformation projects are shaped by various factors such as physical, legal, social, economic and environmental factors. Consequently, in this study, in spite of the urban transformation projects are perceived only as physical transformation in Turkey in recent years, the necessity and importance of examining the socio-economic dimension of the transformation projects is emphasized. In the study, the rehabilitation of İluh stream and the urban transformation project were examined socio-economically. According to the conceptual framework of the thesis, the rehabilitation of İluh stream and the purpose of the urban transformation project and the factors involved in the transformation process were examined, as a result of field work done in the region, the socio-economic structure of the transformation area has been revealed. According to the results obtained, urban transformation strategies suitable for the socio-economic structure of the region has been suggested.
