Abstract
Bu çalışmada gayrimenkul ve gayrimenkule ilişkin kavramlar, finansal piyasalar, finans matematiği, mortgage kredisi ve çeşitleri, Türkiye gayrimenkul piyasası ve gayrimenkul arz ve talebine etki eden faktörler incelenmiştir. Türkiye de Gayrimenkul finansmanı ağırlıklı olarak banka kredilerine bağlı olduğu için sektör ekonomik dalgalanmalardan direkt etkilenmekte ve bu dönemlerde arz ve talep de sorunlar yaşanmaktadır. Bu doğrultuda çalışmada Türkiye de tek düze yürümekte olan gayrimenkulün finansmanı için alternatif finansman modelleri önerilmiştir. Bu önerilerin gayrimenkul piyasasındaki etkileri değerlendirilmiştir. Bu kapsamda öncelikle yapı tasarruf sandığı üzerinde durulmuştur. Yapı tasarruf sistemine ilişkin geçmişte yürürlüğe konulan mevzuat ele alınmış ve bu mevzuatın nasıl geliştirilerek tekrar yürürlüğe konulması gerektiği üzerine çalışılmıştır. Yine hem gayrimenkul piyasasında ki etkinliği artıracak hem de kentsel dönüşümü daha uygulanabilir hale getirecek gayrimenkul sertifikaları üzerinde durulmuştur. Aynı kapsamda gayrimenkul sektörüne olumlu etkileri olacak menkul kıymetleştirme konusu ele alınmış ve menkul kıymetleştirmenin yaygınlaştırılması için önerilerde bulunulmuştur. Son olarak dünya da örneği olmayan ancak Türkiye de de son yirmi yılda uygulama alanı bulan arsa satışı karşılığı gelir paylaşımı projelerinin hem kentsel dönüşüme hem de gayrimenkul piyasasına yapacağı olumlu etkiler değerlendirilmiştir. ASKGPM'nin geliştirilmesi için yapılması gerekenler tartışılmıştır.
In this study, real estate and real estate related concepts, financial markets, finance mathematics, mortgage and mortgage loan types, Turkish real estate market and the factors affecting real estate supply and demand were examined. In Türkiye Since real estate financing is mainly dependent on bank loans, the sector is directly affected by economic fluctuations and in these periods, there are problems in supply and demand. In this direction, alternative financing models have been proposed for the financing of real estate in Türkiye. The effects of these proposals on the real estate market have been evaluated. In this context, first of all, the building society system was emphasized. The legislation that was put into force in the past regarding the building society system was discussed and it has been studied on how this legislation should be developed and put into force again. Again, real estate certificates, which will both increase the efficiency in the real estate market and make urban transformation more applicable, are emphasized. In the same context, the issue of securitization, which will have positive effects on the real estate sector, has been discussed and recommendations has been made for promoting securitization. Finally, the positive effects of revenue sharing projects in return for land sales, which have no example in the world but have found application in Turkey in the last twenty years, on both urban transformation and the real estate market have been evaluated. What needs to be done to develop the revenue sharing projects in return for land sales is discussed.
