Türk ekonomisinde,KOBİ'lerde ar-ge destek ve teşvikleri ve Gebze Organize Sanayi Bölgesinde bir uygulama

Abstract

Bu çalışmanın amacı, Küçük ve Orta Ölçekli İşletmelerin (KOBİ), özellikle ülkemizdeki durumunu, önemini, ortaya koymak ve KOBİ'lere sağlanan AR-GE teşvik ve desteklerinin kapsamını irdelemek, yakın zamandaki bir uygulama örneğiyle bahsi geçen bu teşvik ve desteklerin etkinliğini, küreselleşme ve Türk Ekonomisine olan katkıları açısından değerlendirmektir.KOBİ'ler tüm dünyada olduğu gibi, Türkiye ekonomisinin de sürükleyici ve dinamik unsurlarındandır ve ülkenin sosyo-ekonomik gelişimi açısından büyük öneme sahiptir. Ekonomik gelişimin temel gücü olarak görülen ve Türkiye'deki toplam istihdamın çok önemli bir kısmını sağlayan KOBİ'ler, dünyada her geçen gün önemini artıran küreselleşme süreciyle beraber artan rekabet ortamından önemli ölçüde etkilenmektedir.Küreselleşmenin etkisiyle önemi iyice artan rekabet ortamı, KOBİ'lerin verimlilik, ve yenilikçilik konularında ciddi çalışmalar yapmasını, hem mikro düzeyde kendilerinin, hem de makroekonomik düzeyde ülkelerin menfaati için zorunlu kılmaktadır. Ülkemizde de KOBİ'lere bakıldığında gerek yasal düzenlemeler ve mevzuatın gerekse alınan tedbir ve uygulamaların yeterli olduğu söylenememektedir. KOBİ'lere yapılan bilimsel çalışmaların genel olarak finansman, pazarlama, istihdam ve genel yönetsel sorunlar gibi belirli konularla sınırlı kaldığı dikkat çekmektedir.Küresel ekonomik politikalar çerçevesinde Türkiye'de KOBİ'lerin rekabet gücünün değerlendirilmesinde, ve rekabet güçlerini artırıcı stratejilerin geliştirilmesinde yenilik ve AR-GE'nin rolünün son zamanlarda daha fazla ön plana çıkarılmasına rağmen halen yeterince sahiplenilmediği görülmektedir.

The purpose of this study is, to introduce the current situation and importance of Turkish SME?s, analyze the coverage of recent R&D grants and financial supports, and assess the effectiveness of those grants and supports within a latest example, from the view of globalization and benefits on Turkish Economy.SME's are one of the leading and dynamic components of Turkish economy as well as of world economy and have the major significance with respect to socio-economic development of the country. SME's regarded as the driving force of the economic development providing major employment in Turkey, and are strongly affected by the increasing competition due to the globalization process which is increasing its importance day by day.Intensive competition caused by globalization, forces SME's to focus on productivity and innovation in order to secure their own microeconomic structure and macroeconomic environment of their countries, as well. We can't say that current law orders and legislations are enough to support SME's in their challenges. All the scientific researches and studies made for SME's stays limited within finance, marketing, employment and general management issues.Research and Development tool seems to be one of the important pillar to assess and enhance SME's competitiveness, with respect to global economic policies, in Turkey, but unfortunately we can't say that current focus on R&D is sufficient.
