Hastanelerde kriz yönetimi yeteneğinin satın alma personelindeki örgütsel satın alma davranışlarına etkisi

Abstract
Bireylerin sağlığını korumak için kesintisiz ve hatasız sağlık hizmet sunumu yapmakla yükümlü hastanelerin kurumsal kriz yönetimi becerisi, kriz öncesinden sonrasına varıncaya kadar etkili ve stratejik bir planlamayla ve uygulamayla ölçülmektedir. Diğer taraftan bir hastane için satın alma işlevi aynı sebeple vazgeçilmez olup kendi içerisinde spesifik operasyonel unsurlar barındırmaktadır. Hastaneler sunduğu hizmetin niteliği gereği hataya yer vermemesi sebebiyle diğer hizmet kurumlarından ayrışmakta olduğundan etkili bir kriz yönetiminin, etkili bir satın almaya kaçınılmaz bir biçimde ihtiyaç duyarlar. Çalışmada hastane satın almalarında görev yapan çalışanların kurumlarının kriz yönetimi becerisine ve örgütsel satın alma becerilerine yönelik algılarının belirlenmesi ile birlikte hastanelerde kriz yönetiminin örgütsel satın almaya etkisinin araştırılması amaçlanmıştır. Araştırma kesitsel dizayna sahip bir analitik çalışma özelliği taşımaktadır. Anket yoluyla veriler elde edilmiştir. Bir adet katılımcı tanıtım formunun haricinde çalışanların kurumlarına ilişkin kriz yönetimini ve örgütsel satın almalarını değerlendirdikleri 2 ölçek kullanılmıştır. Hastane satın almasında görev yapan 116 uzmandan toplanan verilerin analizi neticesinde kriz yönetimi ortalamalarının 5 üzerinden 3,36 ve örgütsel satın alma ortalamaları 5 üzerinden 3,79 olduğu belirlenmiştir. Katılımcıların %57,8'inin kriz yönetimi eğitimi almadığı görülmüştür. Örgütsel satın almada geleceğe odaklanma ile kriz yönetimi arasında negatif yönlü zayıf düzeyli ilişki saptanmıştır. Kriz yönetiminin örgütsel satın almaya yönelik anlamlı bir etkisi ise tespit edilmemiştir. Hastanelerin kriz yönetimi ve örgütsel satın alma becerilerini ayrı ayrı değerlendirmesi ve geliştirmesi önemlidir. Kriz yönetimi konusunda eğitim ve desteğin özellikle üzerinde durulması, örgütsel satın alma konusunda risk azaltma stratejilerinde güçlü bir optimizasyonun uygulanması faydalı olacaktır.
Hospitals, which are responsible for providing uninterrupted and error-free healthcare services to protect individuals' health, measure their corporate crisis management skills through effective and strategic planning and implementation from before to after a crisis. On the other hand, the purchasing function in a hospital is indispensable for the same reason and contains specific operational elements. Since hospitals, due to the nature of the services they provide, cannot afford errors and therefore differ from other service institutions, they inevitably require effective crisis management to have effective purchasing. This study aims to determine the perceptions of employees involved in hospital purchases regarding their institutions' crisis management skills and organizational purchasing skills and to investigate the impact of crisis management on organizational purchasing in hospitals. The research has an analytical study design with a cross-sectional design. Data were obtained through a survey. In addition to a participant introduction form, two scales were used to evaluate the employees' perceptions of their institutions' crisis management and organizational purchasing. The analysis of the data collected from 116 experts working in hospital purchasing revealed that the average crisis management score was 3.36 out of 5, and the organizational purchasing average was 3.79 out of 5. It was found that 57.8% of the participants did not receive crisis management training. A weak negative relationship was found between focusing on the future in organizational purchasing and crisis management. No significant effect of crisis management on organizational purchasing was detected. It is essential for hospitals to evaluate and improve their crisis management and organizational purchasing skills separately. Emphasizing education and support in crisis management and implementing strong optimization in risk reduction strategies in organizational purchasing will be beneficial.
