Tehlikeli madde risk analizi ve paketli kimyasal madde depolamasında bir uygulama

Abstract

Lojistik aktiviteleri iki grupta toplanabilir. Bunlardan ilki hareketli olan aktiviteler, İkincisi ise durağanlık, hareketsizlik içeren aktiviteler.Hareket içerenler Ulaşım olarak nitelendirilir. Hareket içermeyenler, ya da daha doğru bir anlatımla Yoğun bir hareketlilik yok ise depolama olarak adlandırılabilir. Depo içinde de elleçleme dediğimiz youn hareketlilik içermeyen aktivitelerden söz edebiliriz. Depolama faaliyetleri iki ana grupta toplanabilir. Genel kargo depolaması ve özel kargo depolaması. Tehlikeli madde depolaması özel kargo depolama faaliyetlerinin içerisinde yer alır. Tehlikeli madde depoları değişik riskler barındırması açısından çok dikkatli değerlendirme yapılması gereken tesislerdir. Çalışma 7 bölümden oluşmaktadır. İlk bölümde literatür araştırması yapılmıştır. Kullanılan Temel terminolojilere göre tehlikeli madde depolaması ve ulaşım hakkındaki risk değerlendirmesi konusundaki çalışmalar incelenmiştir. İkinci bölümde temel kavramlar irdelenmiştir. Üçüncü bölümde risk değerlendirme araçları incelenmiştir. Beşinci ve altıncı bölümde sırasıyla tehlikeli madde depo tanımları ve tipleri ve depodaki görev, sorumluluklar detaylarıyla değerlendirilmiştir. Altıncı bölümde tehlikeli madde depolarının fiziksel altyapısı ve tesis yerleşimi ele alınmıştır. Yedinci bölüm ise uygulama bölümüdür. Uygulama bölümünde kurumsal tehlikeli madde depolarının yöneticileri, sorumluları ile görüşmeler yapılmış, tehlikeli madde depolamasında önemli bulunan risk kriterleri belirlenmiş ve AHP metodolojisi kullanılmıştır. Aynı zamanda alt kriterler söz konusu olduğunda hangi önemli detaylara dikkat çekilmelidir sorusu kontrol listesi yaratılarak açıklanmıştır. Çalışmanın sonunda sonuç ortaya çıkarken öneriler yapılmış , bu kapsamda elde edilen bulgular ortaya konmuş ve çalışmanın genel bir değerlendirmesi yapılmıştır.

Logistics activities can be divided into two main groups. The first of these; movement-related activities and others can be listed as activities related to inaction, stagnation. Movement related activity can be named as Transportation. If there is not an intensive movement , then the name of the activity is stated as Warehousing, although there are handling movements in a closed area. Storage activities can be evaluated in two main groups as 'General Cargo warehousing' and 'Special Cargo warehousing'. Dangerous Goods warehousing is included in Special Cargo Warehousing. Hazardous material warehouses are facilities that need careful evaluation due to their various risks. In this study, the risks that may occur in the hazardous substance storage are assessed. The study is divided into seven sections. In the first part, a literature search has been done, risk assessment about the transportation and the storage of hazardous materials has been examined according to the basic terminology used. In the second part, basic concepts are discussed. In the third part, the risk asessment tools are researched. In the fourth and 5th chapter, the definition and types of hazardous substance warehouses and the responsibilities of them are evaluated in detail. In the sixth chapter, the physical infrastructures of the hazardous material warehouses, facility settlement issues are mentioned. Section seven is the application section. In the application part, Interviews has been conducted to Managers, responsibles of corporate dangerous goods warehouses in Turkey, risk criterias about hazardous goods storage created and has been identified with quantitative methodology AHP. At the same time, it was emphasized what important details should be considered in the sub-criterias, by creating a check list. At the end of the study, conclusions and suggestions were made. The findings obtained in this context were put forward and a general evaluation of the study was made.
